Articles:
1. Article One : Government Structure.
1.1: Valkyrie’s Executive is composed of a Triumvirate. These three High Kings make up the Council of Asgard. Upon creation, this will be:

1.2: Each member of the Council of Asgard has one Jarl as a subordinate junior officer. These subordinate officers will be appointed and dismissed at the will of their respective superior officers within the Council of Asgard.
1.3: Jarl positions are given on a basis of trust by the High Kings. Governing under the Council of Asgard are the Jarls.
1.4: Under the House of Jarls is the House of Thanes.
1.5: There shall be five Thanes elected by the members of Valkyrie excluding the High Kings and Jarls.
1.6: Votes will be cast as one vote per each [non-High King or Jarl] member every Orbis May of a year that ends in a “0” or “5.” The 5 members with the most votes will be named as Thanes. If there are not 5 Thanes elected in the first round of voting, subsequent rounds of voting may be held as the electorate get to cast subsequent rounds of votes. If the 5 Thane positions are not filled within 3 rounds, any member approved by 2 of the 3 Jarls [not the High Kings] may fill any remaining vacant seats.
1.7: Any tax plan must be proposed by at least one member of the Council of Asgard or House of Thanes[1] and approved by a simple majority of the Thanes. Every proposed tax must include a specific increment of cash and resources being taxed as well as a duration for the life of the tax not exceeding 4 Orbis years.
1.7: (In steps):
Step 1: Any High King or Thane[1] may propose what he or she wishes to become an existing tax levy.
Step 2: The High King or Thane[1] who is petitioning the House of Thanes for a tax levy posts an announcement titled [Motion for a Tax Levy #]
Step 3: Inside the announcement, the High King or Thane[1] who is petitioning the House of Thanes must include the amounts of cash and resources being taxed within the motion for a tax levy as well as a set duration of time that the Thanes have to vote over the motion.
Step 4: Thanes vote “Aye” or “Nay” until the time set in Step 3 has exhausted.
Step 5: The High King of Internal Affairs reads the votes. If he finds that a motion has gained 3 or more votes, he then records the new tax levy and sets the alliance taxes accordingly. If he finds that the proposal has failed to win a simple majority then he rejects the proposal.
1.8: Impeachment: Any Jarl who believes that a High King ought to be removed from office may issue an Article of Impeachment. If the Article of Impeachment is supported unanimously by the 5 Thanes AND 1 of the High Kings OR two of the Jarls then the High King is deposed along with his respective Jarl.
2. Article Two : Foreign Affairs
2.1: Valkyrie strives to have cordial relations with every bloc within Orbis. We pride ourselves on our loyalty, and will come to our allies’ needs should we be needed. [On the day of our existence, we are proud to confirm an ODP with The $yndicate and a MndoaP with Rose.]
2.2: High King of Foreign Affairs shall oversee relations between the Valkyries and all other alliances. He is subject to the terms and conditions of treaties established within the House of Thanes and may appoint diplomats to help him to secure Valkyrie interests abroad.
2.2: (In steps):
Step 1: The High King of Foreign Affairs or the High Kings of Internal Affairs or War[1] may propose what he or she wishes to become a Treaty between the Valkyries and a foreign entity such as another alliance, union of alliances, financial network or single nation.
Step 2: The High King of Foreign Affairs or the High Kings of Internal Affairs or War[1] who is petitioning the House of Thanes for a foreign treaty posts an announcement titled [Motion for a Foreign Treaty #]
Step 3: Inside the announcement, the High King of Foreign Affairs or the High Kings of Internal Affairs or War[1] who is petitioning the House of Thanes must include (1) the actual treaty document (2) a rationale for why the House of Thanes should approve of the treaty.
Step 4: Thanes vote “Aye” or “Nay” until 72 RL hours have exhausted.
Step 5: The High King of Internal Affairs reads the votes. If he finds that a motion has gained 3 or more votes, he then he notifies the High King of Foreign Affairs that he is to notify the foreign entity of the ratification of the treaty. It is the responsibility of the High King of Internal Affairs to record the treaty if it is passed by the House of Thanes or to discard it in the event that if fails to get three votes within 72 hours measured in RL time.
Step 6: If two of the three High Kings oppose a Treaty passed by the Thanes then they may veto the Treaty from existence [but must do so within two RL weeks of the passage of the Article of War. Also note that the other two High Kings may also propose treaties as the High King of Foreign Affairs may; nevertheless, they are required to notify the High King of Foreign Affairs within 24 hours before doing so via personal message in-game.
2.3 All diplomatic reports must be made available in some form to all high kings. [3]
2.4 All foreign affairs that pertain to the security of the alliance must be made known to all high kings immediately, so that the best course of action can be debated, decided, and executed in the quickest manner possible. [3]
2.5 High kings have the right to classify any and all information from the general membership, (so long as keeping it classified is in the best interest of the alliance,) until a proper course of action is decided on. [3]
2.6 Any information that the High kings declassify and release to the general membership (including possible war, bank activity/balance, ect,) must remain inside the alliance. Any one found to be leaking information abroad will be subject to disciplinary action from the council of asgard. [3]
3. Article Three : Defence
3.1: Any raid upon a Valkyrie member will be addressed by the Department of Defence of which the High King of War is responsible for overseeing.
3.2: All Valkyrie nations are obligated to defend any of their fellow allies that are invaded if ordered to do so by the High King of War.
3.3: The High King of War may allocate a warchest from the alliance bank to support any defensive military operations as well as any offensive military operations approved of by the House of Thanes.
3.4: Offensive Warfare [not including defensive wars and wars proscribed by treaties already passed by the House of Thanes] may only be declared by the House of Thanes:

Step 1: Any High King, Jarl or Thane [referred to as “petitioner” from here on] may propose what he or she wishes to become an Article of War which would mandate that the alliance follow the military orders of the High King of War in an offensive operation well-aligned to that respective Article of War.
Step 2: The Petitioner who is petitioning the House of Thanes for an article of war posts an announcement titled [Motion for an Article of War #].
Step 3: Inside the announcement, the Petitioner who is petitioning the House of Thanes must include (1) the target and (2) a casus belli for war.
Step 4: Thanes vote “Aye” or “Nay” until 72 hours measured in RL time have exhausted.
Step 5: The High King of Internal Affairs reads the votes. If he finds that a motion has gained 3 or more votes, he then he notifies the High King of War that he is to prepare and execute an offensive operation well-aligned to that Article of War. If he finds that the proposal has failed to win three votes within 72 hours measured in RL time have exhausted then he rejects the proposal.
Step 6: If two of the three High Kings oppose an Article of War passed by the Thanes then they may veto the Article of War from existence [but must do so within two RL weeks of the passage of the Article of War.
3.5: In the event that the conditions of a Foreign Treaty ratified by the House of Thanes more than 72 hours prior mandate that the Valkyries shall go to war AND it is suspected that those conditions have been met, the Valkyries may go to war without additional consent by the House of Thanes. Nevertheless, a 2/3s majority of the Council of Asgard must agree that these conditions were in fact satisfied.
3.1: All members will be placed with three other members of Valkyrie accordingly to their current war score, (to be changed periodically as score change,) in case of raids. In the case of a raid, the high king of war and jarl of war will be responsible for messaging the entire fire squad that is under attack to order the immediate retaliation of the raider. But it is highly encouraged to introduce yourself, and further acquaint yourself with your entire fire squad in order to be able to fend off raids better, and in a more timely matter. Work out battle plans amongst yourselves, in order to best prepare yourself of a raider.[2]
3.2: During war time, (raids included,) all orders given by the high king or jarl of war are to be followed quickly, and accurately.[2]
3.3: All members will keep a war chest of no less than:
1000 of each gasoline/munitions/aluminum per city that the nation controls.
1500 steel per city that the nation controls.[2]
Those who do not have a sufficient war chest should at least be able to provide proof, (through war chest checks,) that they are at least building their war chest in order to maintain the alliances guidelines. Any member not doing so, will be subject to fines, or other disciplinary actions from the Council of Asgard.[2]
3.4: Offensive Warfare [not including defensive wars and wars proscribed by treaties already passed by the House of Thanes] must pass through the house of thanes through the following steps:[2]

Step 6: If two of the three High Kings oppose an Article of War passed by the Thanes then they may veto the Article of War from existence [but must do so before the thane voting deadline has expired][2]
3.5: In the event that an ally of Valkyrie, (through a non optional pact,) is attacked and requires our assistance, the vote to go to war will not have to go through the house of thanes. It will take a vote of 2/3 from the council of Asgard, that a treaty was no doubtedly activated, and that there is probable cause to go to war.[2]
3.6 During wartime, deserters, (either through vacation mode, or alliance abandonment, without probable cause, AND permission from at least one member of the council of asgard will be considered an enemy of the state and be subject to raid.[2]
4. Article Four: Internal Affairs
4.1: Statutes [defined as internal laws] must be drafted by a High King, or Thane, and then be[1] transparently submitted to the Thanes in an announcements tab and be approved by a simple majority [three of the five] Thanes within a duration of time listed by the petitioner High King or Than[1] at the time that he solicits that an Internal Law be passed.
4.1 (In steps):
Step 1: High King or Thane[1] Drafts that which he wishes to become a statute.
Step 2: High King or Thane[1] who is petitioning the House of Thanes for a statute posts an announcement titled [Motion for Statute #]
Step 3: Inside the announcement, the High King or Thane[1] must include the wording of the statute as well as a set duration of time that the Thanes have to vote over the statute.
Step 4: Thanes vote “Aye” or “Nay” until the time set in Step 3 has exhausted.
Step 5: The High King of Internal Affairs reads the votes. If he finds that a proposal has gained 3 or more votes, he then records the new law. If he finds that the proposal has failed to win a simple majority then he rejects the proposal.
Step 6: If two of the three High Kings oppose a statute passed by the Thanes then they may veto the law from existence but must do so within two RL weeks of the passage of the statute.
4.2: The High King of Internal Affairs is responsible for seeing to it that the procedure described in 4.1. Is followed.
4.3: The High King of Internal Affairs is responsible for seeing to it that the statutes passed within the context of 4.1 are followed and he maintains the right to impose punitive measures upon any member of Valkyrie in violation of statutes passed, ex post facto implied.
4.4: Judicial Review: If there is a question as to how the statute is to be interpreted, the House of Jarls may serve as an appellate court and interpret the statute. An interpretation of the statute within the House of Jarls approved by two of the three Jarls would constitute a judgement. In the event that at least one Jarl contests the decision of the House of Jarls the Council of Asgard may opt to review the judgement of the House of Jarls via a writ of certiorari under the condition that at least one High King wishes to review the decision of the Jarls. If this occurs then an interpretation of the statute recognized by two of the three High Kings would stand as the interpretation of the statute by judgement.
4.5: Amendments to this Charter: This Charter may be amended at any time that the following steps are exhausted:

Step 3: Inside the announcement, the petitioner must include the wording of the proposed Amendment as well as a set duration of time that the Thanes have to vote over the Amendment.
Step 4: Thanes vote “Aye” or “Nay” until the time set in Step 3 has exhausted.
Step 5: The High King of Internal Affairs reads the votes. If he finds that a proposal has gained 4 or more votes, he then sends the Motion for an Amendment to the House of Jarls.
Step 6: The House of Jarls has 72 hours to vote “Aye” or “Nay” over the Motion for an Amendment sent to them by the House of Thanes.
Step 7: The High King of Internal Affairs reads the votes. If he finds that a proposal has gained 2 or more votes within the House of Jarls, he then sends the Motion for an Amendment to the Council of Asgard.
Step 8: The Asgardian Council has 72 hours to vote “Aye” or “Nay” over the Motion for an Amendment sent to them by the House of Jarls.
Step 9: The High King of Internal Affairs reads the votes. If he finds that a proposal has gained 2 or more votes within the Council of Asgard, he then amends the charter according to that proposal for an Amendment.
